Continue to aim at your target as the lasso is released, and then hold both triggers as you hold your mark in place, whether it's a person or a horse. The latter is what most people seem to forget.
It takes an awfully long time for the game to understand you don't want to do it. About 20/30min for me when that happened. Don't think you can. I rode away from one that had glitched out on me and was uncompleteable and it gave me a warning about getting to far away from the stranger.

The gunfire will usually spook the horse so you’ll have to chase it then use your lasso to stop it. Keep pulling it and attempt to calm it. Avoid approaching behind it since it can still kick the daylights out of you. Mount the horse after calming it and you’ll be able to ride it back to the stable. Next Page.
I'm not a game designer, so I have no idea if this is accurate, but it seems to me that making the rope physics of the lasso accurate would be a huge pain in the ass. As of now, it can go through most anything while you've got something tethered, so you're not getting ripped off your horse when the rope catches on a tree or another traveler.
You can press L on pc for the mission log and press Abandon on this mission and then retry from checkpoint. They will all respawn and you'll have the item and then Arthur tells him no one was killed lol. Just in case anyone comes across this thread in the future looking for an easy (cheese) way of doing it. 4.
